EDGEWATER – “A Great Place to Live”

By Gregory S. Franz – Borough Administrator

On Friday September 4, 2013, the borough was notified by its environmental consultant TERMS Environmental Services, that instead of removing contaminated fill from the site, one of the original work orders, the contractor, Waterside Construction, dumped fill and aggregate on site which contained high levels of PCB’s or polychlorinated biphenyl’s.  Any fill containing this material is not permitted and will be required to be removed.  TERMS Environmental Services which is the borough’s Licensed Site Remediation Professional, issued a stop work order on the site requiring Waterside Construction to stop working, this was in place on Friday October 4, 2013.  The LSRP has concluded taking soil samples throughout the facility to determine the exact location of the material and have forwarded the results to Waterside’s LSRP for review and comment.  TERMS has put together a work plan and will be submitting this plan to the New Jersey Department of Environment Protection and the Environmental Protection Agency for review and subsequent approval.  The Mayor and Council discussed this disappointing news at their meeting of October 7 and October 21.  The Veterans Field project was slow to progress but in recent months seemed to moving at a great pace and the Mayor and Council were anticipating a 2014 opening however, with this new contaminated material that has to be removed then replaced with clean fill, may delay the project longer.  Waterside Construction has provided written correspondence to the borough informing the borough Waterside will be responsible for the clean-up but this provides little consolation to the Mayor and Council who were anticipating a grand opening and had already started planning the grand opening celebration.  Mayor Delaney has called for a special council meeting on Wednesday November 6 at 7:00pm to meet with TERMS Environmental to discuss the project and clean up.
