The Borough regrets to inform the community that due to elevated levels that exceed the recommended “residential standards” of compounds found in the soil at Veterans Field, the Borough’s Environmental Consultant has recommended the temporary closure of the facility until further testing is completed. Below is the consultant’s fact sheet that explains the compounds found, the levels, and the action plan. The Community Center and the American Legion Hall will remain open and are not affected at this time.

Name of Site: Veterans Park
Address of Site: 1167 River Road, Edgewater, Bergen County, New Jersey.

Description of Site History:
The site is approximate 27.58 acres. The current use of the property is a public park with fields, courts, playgrounds, picnic area and community center. A majority of the site surface is covered by lawn, soil and woodchip areas with the remaining areas consisting of paved parking, walkways and courts. Review of historical maps indicates the site was once covered by the water of the Hudson River. Fill soils were utilized to developed the entire site to current grade. It was unclear if these fill soils were characterized as contaminated Historic Fill. Therefore, soil investigations were performed to determine if any health hazard was present prior to the walk ways near the River being renovated using Green Acres funding.
Description of Contamination:
Test pits were initially advanced in the areas located between the walk pathway and the river shoreline in order to evaluate these soils for historic fill characteristics. Ten test pits were advanced at equal distances along this area. Evidence of non native fill materials were observed below the surface grade of the area, which included brick, concrete, metal and wood. A total of two 5:1 composite samples were collected from these test pits at a depth interval of 4.5 to 5.0 feet below grade. The samples were analyzed for Target Compound List/Target Analyte List (TCL/TAL) Analytical Parameters. The results of the laboratory analysis revealed that the concentration of Semi Volatile Organic Compounds (Specifically, polycyclic aromatic hydrocarbons or PAHs) were in excess of residential and nonresidential direct contact soil remediation standard in both samples. Polychlorinated Biphenyls (PCBs) were also slightly in excess of residential direct contact soil remediation standard in one of the two samples. Based on these results, additional investigations were performed in order to further evaluate the possible presence of these contaminants in the surface soils elsewhere on the site and assist in delineating the extent of the contaminated historic fill. Six surface soil samples were collected to determine if PAHs or PCBs were present in the surface soils in other areas of the site. The results revealed
that all grass covered areas contained several PAH compounds that were in excess of the most stringent standards. PCB concentrations were below the residential standard at five of the six locations. The PCB results for soil sample S6, collected in outfield grass area revealed a very slight exceedance (0.21 parts per million) of the NJDEP residential standards is 0.20 parts per million.
Findings and Recommendations:
The findings of the initial investigation activities at 1167 River Road, Edgewater, NJ. revealed several contaminants associated with the historic fill in excess of NJDEP residential standard at a depth interval of 4.5-5.0 feet below grade at several surface locations along the Riverfront and at several surface locations elsewhere at the site. These results indicate that historic fill that was utilized across a majority of the site to raise the natural grade, contains some of the typical contaminants associated with this type of material. It is not clear if any “clean soil” was imported and placed on the surface of this site in the past but it is appears clear that the historic fill is impacting the surface soils. Currently additional soil samples are being collected and analyzed to determine the horizontal and vertical extent of the contamination.
Access to the unpaved areas of the site should be restricted.
A Health and Safety Plan is being developed to ensure the protection of the site employees or personnel involved with the soil investigation/remediation. In addition, this HASP shall apply to all supervisory personnel and other individuals who are required to be present within the designated areas. Adherence to the procedures outlined in this HASP will also assure the protection of all personnel and the general public while these activities are carried out.
